Yes - this is the default behavior, as dspam will scan anything that
comes into it, as it doesn't care where the email is going.
One option is this:
Set *Opt in*, in dspam.conf
For each user, set their optIn preference to on:
1. *dspam_admin add pref default optIn off*
1. I think this is needed so that dspam doesn't automatically
set *optIn *to *on *for each user that it creates, such as
outgoing email?*

2. *dspam_admin add pref username optIn on *_or_ *dspam_admin ch pref
username optIn on*
There are other ways of doing this, but I've found this to be the
easiest. Let me know if these won't work for you.
