It's been a while since i configured dspam but when i used a database,
user preferences were in there and it seemed logical to me that all
default preferences would be in the database as well but it can be
confusing because those settings are also in the configuration file.
What we did was to use the dspam_admin to setup the preferences when we
used mysql.
dspam_admin ch pref default spamAction quarantine
dspam_admin ch pref default signatureLocation headers
